The Sovereignty and Transitional Justice Coalition Launches from Tripoli:

We are preparing to file lawsuits against any security agency that fabricates files, uses communication documents, and issues subjugation warrants.

The Sovereignty and Transitional Justice Coalition was launched in Tripoli during a meeting that included a group of lawyers, human rights advocates, activists, and specialists, who emphasized their determination to confront security and legal violations, particularly the continued use of so-called “communication documents” and subjugation warrants, despite successive government decisions to abolish them.

The coalition emphasizes the need to preserve coexistence and justice in citizenship, working to ensure that state institutions are free from any political or partisan tutelage that uses them to target specific Lebanese groups for foreign agendas.

A statement issued by the attendees reads:
Given the grave developments in the region and the internal, suspicious movements we see that aim to plunge Lebanon into chaos for known regional projects, there is a need to warn against the actions of certain internal parties connected to de facto powers and their tools within state security agencies, which operate with a political decision that has not changed. These agencies have tarnished the reputation of Tripoli and Sunni areas, terrorized Alawite regions for malicious purposes, and no case has been opened, nor anyone held accountable up until today.

The danger now lies in the attempt to create organizations similar to Fatah al-Islam in order to distort the truth before the Lebanese and international community, framing the issue in Lebanon as a fabricated Sunni extremism problem, rather than addressing Hezbollah’s illegal arms.

We confirm that what is happening is not a coincidence but part of a political-security project managed with local and regional tools, aiming to push the country toward strife, amidst a complete silence and clear neglect in accountability and revealing the facts.

Despite clear circulars from Lebanese Prime Ministers since 2014, the most recent issued by Prime Minister Nawaf Salam in June 2025 to cancel the illegal communication documents and subjugation warrants, the concerned security agencies have not complied. They continue to arrest youth unjustly based on these invalid documents, blatantly violating executive authority decisions.

We clearly announce: We will work to fully expose these files, and together with our people, we will confront anyone who covers up these violations, regardless of their position. We also warn against attempts to limit the national discussion to Sunni extremism while ignoring the illegal weapons that undermine the state’s authority.

We call on the President of the Republic to implement the oath speech he made to the Lebanese people, where he insisted on personally addressing the issue of withdrawing Hezbollah’s weapons and negotiating with them. As the supreme commander of the armed forces, he oversees the Ministry of Defense and the Interior, the army, and the security forces. It is his duty to obligate security agencies to implement executive authority decisions and halt these suspicious plans that threaten Lebanon’s stability and lift any cover for any security agency continuing to use communication documents and fabricate terrorism charges against our youth, and we will accept nothing less than this.

What is being paved today is dangerous and requires immediate intervention by His Excellency the President to expose the paid voices and black room tools, investigating what they are spreading in terms of dangerous information that stirs the concern of the Lebanese people. We reject that Tripoli and the region become a platform for settling political scores or testing regional balances, and we consider the protection of the dignity of its people and youth a non-negotiable priority.

We call on all colleagues in human rights and activists to prepare to submit and join lawsuits against any security agency continuing to use communication documents or persistently violating the law. We are in the process of organizing efforts to build a comprehensive legal file, monitoring and documenting violations, with the goal of presenting it to the Lebanese judiciary and the local and international public.

We refuse for past dark tools to be used again to terrorize our youth and break their will. It is time to build a country where dignity is respected, laws are applied, and freedoms are preserved. Tripoli will remain a city of coexistence, noble revolution, and responsible national presence… and we will stand united in defense of its present, future, and history.
